The Control Tower Key location is at Al Malik airport (southeast of the map).
Once you’re there, go to the control tower and unlock one of its entrances.
Here’s how to find/get to the location (expand the screenshots above):
Go to Al Malik airport.
Unlock one of the control tower’s entrances.
The control tower has multiple entrances that all lead to the same place.
You can unlock any of its doors—but remember the door that you’ve unlocked because you need to exit from it.
The key can be obtained from enemy AI drops, the HVT contract, and loot containers.
