The two officers exchanged long looks as they observed the situation in front of them. There was Katie in her usual place, watching them from a box she typically used as a bed, but there was also a baby beside her, sleeping behind the rubbish chute.
Katie seemed to be protecting the distressed child who appeared to have been abandoned there, and the workers had no idea what to do.
