Through the cofferdam, the professionals could redirect American Falls’ water into the Horseshoe Falls. This diversion opened an extended dry land area on which the engineers could focus.

Since the Horseshoe borders both sides of Niagara Falls, there was no risk of the water returning to the American Falls. The locals could finally see what dwelled at the bottom of the American Falls.
